    docs: v3.22 notes for the message/file total cache

    Covers the new totals_interval setting and its SCFG option, the removal
    of the per-record user lock from the user count, and the webv4 sidebar
    reading each statistic twice.

    docs: the v3.22 notes carry no interim fixes to unreleased doors

    SyncDOOM, SyncDuke and SyncMOO1 have not shipped in a release, so a sysop reading these notes has never run a version of them that behaved differently. Their arrival is the entry worth having; the console-window fix made on the
    way to it is invisible history.

    The door-installer checksum entry stays: it names those doors, but the change is to the installers, which include released ones.
